Does reducing sample rate affect quality?
It can. 44.1 kHz already covers the full range of human hearing, so audio recorded at 96 kHz can usually be reduced to 44.1 kHz with no audible difference. Going below ~32 kHz starts to soften high frequencies.
Is this different from lossy MP3 compression?
